Not a fan of throwing parts at a problem but I had a bad O2 sensor causing very rich running and no CEL. CO emissions were six times what the state allowed, HC double. A new O2 sensor fixed it right up.

A new, direct fit O2 sensor is $44 from at least one of the auto parts stores.

If you checked the normal culprits (air filter, plugs, idle speed, timing) then I'd check the vaccum line to the FPR, and the fuel return line. Unplug the vac to FPR and idle should change (increase), squeeze the return line with pliers (wrapped in tape) and idle should go up. Do this squeezing for a very short period because it puts strain on the FP (few secs).
