1999 Honda Accord EX 4 Cylinder Vtec

I have been having all kinds of issues with my 1999 Honda Accord EX and have fixed many of them, though I feel many have not needed fixed, but I am still having an issue with my Vtec. Currently I am getting a CEL and code P1259 Vtec malfunctioning. I have literally replaced all of the Vtec system, but it is still malfunctioning. I have oil in my car so that isn't the problem. When I floor it or get around 4,000 rpm my car will pulse, best way to describe it, and I have to let off the gas and lower the rpms. I am not sure why it is doing this and was hoping someone would be able to come up with an answer to help me out. I am tired of spending money on this car and would like to get it back to its normal running conditions. I should add that other than the current issue it is running fine, the idle is fine, it starts fine it just wont kick into Vtec. Any ideas?

The next step would be to test the wiring to the Vtec. Do you have a shop manual for your accord?

I do have a Chilton manual for my car, yes. Also, I should have mentioned that the car does not pulse every time the rpms are that high. How would I go about checking the wiring?
